The International Social Security
Association (ISSA) is the largest and the most representative
international organization in terms of social security in the
world.
The Chinese government has been paying great attention to
the role played by ISSA in the domain of world social security.
Approved by the Chinese government, the former Ministry of
Labor has, on behalf of China, acceded to ISSA and become
its affiliate member organization in 1994. In addition, China
Association on Aging (former China National Committee on Aging)
in 1994, Hong Kong Occupational Safety and Health Council
in 1996, China Social Insurance Association, State Administration
of Work Safety in 2003 have joined ISSA as its associated
members respectively.
Having acceded to ISSA, China has, as the largest affiliate
member organization in the Asia-Pacific region, kept close
relations with ISSA and its member organizations, created
a favorable atmosphere for mutual understanding and confidence,
strengthened its exchanges with the circles of social security
throughout the world and widened its influence among them.
Mr. Hoskins, the Secretary General of ISSA, has visited China
many times. In particular, during his official visit to China
in September 2002, he held talks with leading members of the
Ministry of Labor and Social Security and responsible persons
of other departments concerned. And, on behalf of ISSA, he
signed jointly with the Ministry of Labor and Social Security
the Agreement and Memorandum of Understanding which enable
China to undertake the 28th General Assembly of ISSA in 2004.
Officers of the Secretariat of ISSA and responsible persons
of certain technical committees also came to China for visit
on many occasions.
From 1995, Mr. Hu Xiaoyi, the Director-General of Social
Insurance Administration of the Ministry of Labor and Social
Security of the P.R. of China, has been member of the ISSA
Bureau.
Since 1996, the Chinese Ministry of Labor and Social Security
has assigned its staff to Manila to be officer in ISSA Asia-Pacific
Regional Office. |

Ever since its accession to
ISSA, China has taken an active part in different meetings sponsored
by ISSA.
----From November 13 to 19, 1995, Wang Jianlun, Vice Minister
of Labor, led a delegation to participate in the 25th General
Assembly of ISSA in Denpasar, Indonesia, with the theme entitled
Perspectives of the Reform of the Social Security System and
its Development in Economic Orbit Transferring Countries.
----From October 25 to 31, 1998, Wang Jianlun, Vice Minister
of Labor and Social Security, led a delegation to participate
in the 26th General Assembly of ISSA held in Marrakech, Morocco,
with the theme entitled The Process and Choice of Social Security
Reform. When debating the subject “The Social Security Reorganization”,
she made a speech at the Assembly in the name of China. In
the light of setting up of a united administrative institution
in charge of social security and the reform of social security
system in our country, she pointed out that social security
should be based on a structural reorganization and a system
reorganization. And, judging by our experience acquired in
combining the social pooling with individual account for pension
insurance and medical insurance system, she indicated that
it is necessary to probe “ the third road” for social security
aimed at linking the responsibility of the government with
that of individuals. The President of the Assembly set a high
value on this speech and considered it “encouraging”.
----From September 9 to 15, 2001, Wang Jianlun, Vice Minister
of Labor and Social Security, led a delegation to participate
in the 27th General Assembly of ISSA held in Stockholm, Sweden,
with the theme entitled Privatization of Social Security.
She was chosen by the Assembly as its vice president and presided
over Leo Wildmann Forum on the afternoon of September 14.
During this Assembly the Chinese language was used for simultaneous
translation for the first time. Our representatives took the
floor at the Assembly and in different technical meetings,
thus showing the rising position of our country in the field
of international social security.
----In September 2002, Liu Yongfu, vice Minister of Labor
and Social Security, led a delegation to participate in the
conference of initiatives planning of ISSA which was held
in Canada. |

Chinese representatives have
taken part in regional activities of ISSA on many occasions.
----Representatives sent to take part in the 10th Asia-Pacific
regional meeting with the theme entitled Policy, Trend and
Experience of Development Facing the Year 2000, which was
held in Sydney, Australia from September 26 to 30, 1994.
----Representatives sent to take part in the 11th Asia-Pacific
regional meeting with the theme entitled The Road for the
Development of Social Security, which was held in Manila,
the Philippines from November 24 to 27, 1997.
----Representatives sent to take part in the 12th Asia-Pacific
regional meeting with the theme entitled The Asia-Pacific
Region Ushering in more effective Social Security, which was
held in Bangkok, Thailand from November 20 to 23, 2000.
----Representatives sent to take part in the first conference
of responsible persons in charge of social security in the
Asia-Pacific region, with the theme entitled Main Problems
of Social Security in the Asia-Pacific Region at Present,
which was held in Riyad, Ar, Saudi Arabia from November 3
to 5, 1996.
----Representatives sent to take part in the second conference
of responsible persons in charge of social security in the
Asia-Pacific region with the theme entitled Challenge Confronting
the Social Security in the Asia-Pacific Region, which was
held in Kuala Lumpur, Malaysia, from November 16 to 19, 1999.
----Representatives sent to take part in the third conference
of responsible persons in charge of social security in the
Asia-Pacific region, with the theme entitled Problems Related
to the Supervision over the Scheme of Social Security, which
was held in Istanbul, Turkey, from September 25 to 27, 2002.
----Representatives sent to take part in the 13th Asia-Pacific
regional meeting with the theme entitled Social Security in
a World of Changing Priorities, which was held in Kuwait from
8 to 10 March, 2004.
Moreover, we sent out our staff to participate in the research
activities in the Asia-Pacific region with the theme entitled
Plan for Development Policy and Capability in Researches.
Organized by ISSA, these activities have attracted participants
from six major Asian-Pacific countries. |

| Having acceded to ISSA, China
has shared many a fruit from this organization in terms of different
studies and researches, among others, acceptance free of its
different publications, such as “Social Security Throughout
the World ”, “Review of Social Security”, “Link” and others.

1. Undertaking meetings of
ISSA, mainly:
----We have undertaken the Asia-Pacific regional meeting related
to financing for social security, which was held in Beijing,
China, from July 18 to 20,1995.
----We have conducted the meeting concerning the plan for
development policy and ability in researches, which was held
in Guangzhou, China from August 27 to 29, 1997. Our Ministry
sent its representative to the meeting to make a State Report
entitled The Influence of China’s Population Structure on
the Choice of Patterns for Old-age Insurance. After the meeting,
ISSA Asia-Pacific Regional Office has collected the study
reports of six countries and published them as a pamphlet.
----Approved by the State Council, China has decided to undertake
the 28th General Assembly of ISSA which is to be held in Beijing
from September 12 to 18, 2004. At present, the preparatory
work is in progress vigorously.
2. We compile and publish in Chinese some periodicals of
ISSA. We have translated and published “Social Security Throughout
the World”. Based on the materials afforded by ISSA, we compiled
and published “The Basic Theories of and Studies on the International
Social Security”.
3. We have carried out a steady work to expand the working
languages of ISSA. Before China’s accession to ISSA, the working
languages of ISSA were English, French, Spanish and German
without Chinese. When holding talks with the Secretary General
of ISSA, Vice-Minister Wang Jianlun said, in view of the fact
that China’s social security plan covers a large population,
China is major membership-due-paying country for ISSA and
the Chinese language being an official language in the United
Nations, she asked that the Chinese language should be a working
language in ISSA. Thanks to many-sided efforts and work, ISSA
has accepted this proposal of the Chinese side. With the approval
of the 79th ISSA Bureau meeting in 1999, the Chinese language
became one of the working languages in the General Assembly,
the Council and Bureau of ISSA. |
